"Divisive Concepts" and the Problem of Racism
On September 22, 2020, President Donald J. Trump issued Executive Order (EO) 13950 on “Combating Race and Sex Stereotyping” which set forth the following “divisive concepts” that, 1) promote views that one race or sex is superior to others, 2) the U.S. is basically racist or sexist, 3) individuals are oppressive by virtue of their race or sex and 4) should not be respected, 5) should feel guilt on the basis of their race or sex, and 6) bear responsibility for the past actions of members of their group. According to the Order, concepts that lead to race and sex stereotyping, are counter to merit principles, and are not to be taught, advocated, or acted on by the U.S. Armed Forces, Federal agencies, government contractors (except those exempted by Executive Order 11246, the non-discrimination order of Sept. 26, 1965), subcontractors and vendors, and organizations receiving Federal grants.
